Advisory Planning Commissions

The Village of Pemberton has established several advisory planning commissions (APC’s) that provide Council and Municipal Staff with expertise and advice on matters respecting land use, community planning and proposed bylaws and permits. They include the Advisory Land Use Commission, Advisory Design Review Commission and the Agricultural Enhancement Advisory Commission. Advisory Planning Commissions are independent bodies comprised of local residents and appointed by Council that provide recommendations on matters referred to them. APC’s play an important role in the land use and design review process.

Advisory Land Use Commission

The main function of the ALUC is to provide information on public opinion in relation to, and to advise on, integrated community planning. The ALUC assists in the decision-making by providing input in the form of a recommendation related to planning and land use management. Issues that may be considered include:

  • official community plan (OCP) amendments and updates;
  • rezoning applications;
  • sub-area plans and neighbourhood concept plans;
  • planning studies or strategies (i.e., hazard lands risk assessment; adaptation to climate change strategy);
  • growth-related matters;
  • other land use issues which may affect the quality of life for present and future residents of the area;
  • any other matters referred by Council.

Advisory Design Review Commission

The main function of the Advisory Design Review Commission (ADRC) is to provide Council and Municipal Staff with advice regarding the site planning, building design and landscape elements of commercial, mixed-use, industrial, and multi-family residential development proposals.

The ADRC considers and reviews projects, applications and items referred by Council, such as:

  • development permit applications;
  • reports and policy analysis related to development permit applications and development permit guidelines;
  • planning and design studies;
  • rezoning applications that require early design review;
  • review of design elements of official documents such as the Official Community Plan and Zoning Bylaw;
  • any other matters referred by Council.

Agricultural Enhancement Advisory Commission

The main function of the AEAC is to provide information on public opinion in relation to, and to advise on, agricultural land. The AEAC assists in the decision-making by providing input in the form of a recommendation related to applications for land either in or adjacent to land in the Provincial Agricultural Land Reserve (ALR). The ALR is a provincial zone where agriculture is a prioritized and protected land use. Issues that may be considered by the AEAC include:

  • non-farm use in the ALR applications;
  • subdivide land in the ALR;
  • exclude or include land in the ALR;
  • place or remove soil or fill in the ALR;
  • edge planning (adjacent land uses that could impact farming/agriculture);
  • agricultural area planning;
  • food security;
  • any other matters referred by Council
