The Village of Pemberton Council proposes to adopt Water Treatment Loan Authorization Bylaw No. 922, 2022. The bylaw will authorize the Village of Pemberton to borrow up to $1,690,000 to be repaid over a maximum term of 25 years. The funds borrowed would be used to construct a new water treatment facility.
The bylaw may be inspected at the Village office at 7400 Prospect Street during regular business hours from December 16, 2024 to January 31, 2025 or on the Village website at pemberton.ca.
It is estimated that average water frontage rates will increase by $76.33 per year, from $71.19 to $147.52.
Industrial Park water users will not directly benefit from the water treatment facility, and they will not be required to pay increased rates to support borrowing. Therefore, they will not be eligible to participate in the AAP.
Council may proceed with adoption of the bylaw unless, by the deadline of 4:00pm on January 31, 2025, at least 10% of the eligible electors of the Village of Pemberton indicate that Council must obtain consent of the electors before proceeding. The number of elector responses that must be obtained to prevent Council from proceeding with the bylaw is 283.
Elector responses must be given on the elector response form established by Council, available at pemberton.ca, at the Village office, or by sending a request by email to admin@pemberton.ca.
Only eligible Village of Pemberton electors, excluding the Industrial Park, may sign the forms. An eligible elector is a person who is a Canadian citizen; is at least 18 years of age; has resided in British Columbia for at least six months; is not disqualified from voting; and resides in the Village of Pemberton, excluding the Industrial Park, or meets the qualifications of a non-resident property owner of the Village of Pemberton, excluding owners of residential properties in the Industrial Park, as set out in section 66 of the Local Government Act.
