NOTICE IS HEARBY GIVEN under Section 467 of the Local Government Act that the Village of Pemberton Council will consider first, second, and third reading for “Zoning Amendment Bylaw No. 975, 2024 (HAF Initiatives – SSMUH – Density – Parking)” during the Regular Council Meeting to be held at 9:00am on Tuesday, November 19, 2024. Council is authorized under Section 135 of the Community Charter and Section 480 of the Local Government Act, to give the Bylaw up to three readings at this meeting.
Purpose: The proposed bylaw amendments will update Village of Pemberton Zoning Bylaw 832, 2023, and proactively pre-zoning selected areas for more density and amend parking requirements with the intention of permitting more housing. Small Scale Multi Unit Housing (SSMUH) is introduced to align with future legislative requirements that will allow for up to four (4) housing units on properties in single-family neighbourhoods. Higher density is proposed on selected large parcels close to downtown, and workforce housing is proposed to be allowed on public lands within the Village. Proposed changes to off-street parking regulations include reductions for eligible affordable and rental housing, shared parking and transportation demand management considerations, and reduced dimensions for parking spaces.
Subject Lands: Proposed SSMUH amendments apply to all properties currently in the following zones:
- Residential 1 (R-1)
- Small Lot Residential 2 (R-2)
- Duplex Lot Residential 3 (R-3)
- Comprehensive Development 5 (CD-5)
- Area 2 and Area 3 Only
- Residential Amenity 1 (RSA-1)
- Residential Amenity 2 (RSA-2)
- Residential Amenity 3 (RSA-3)
- Residential Townhouse Amenity 1 (RTA-1)
- Residential Townhouse Amenity 2 (RTA-2)
Proposed pre-zoning amendments for higher density apply to properties described and identified on the map as:
- LOT 25 DISTRICT LOT 165 LILLOOET DISTRICT PLAN 883
- PARCEL A DISTRICT LOTS 203 AND 7026 LILLOOET DISTRICT PLAN EPP95387
Bylaw Reading: Consideration of first, second, and third reading of the proposed bylaw is scheduled at the Regular Council Meeting on Tuesday, November 19, 2024. Final adoption will follow after the proposed bylaw has received approval from the Ministry of Transportation and Infrastructure.
